Auditor General Tables Several Reports Including an Investigation Report, the 2025 Report on the Fraud and Waste Hotline, the Semi-Annual Report on Follow-Up Procedures and her 2025 Annual Report

Ottawa – Today, Auditor General Nathalie Gougeon tabled several reports including an investigation report, stemming from reports made to the Fraud and Waste Hotline. 

The Investigation of OC Transpo Recruitment and Staffing identified contraventions of the Management and Professional Exempt (MPE) Terms and Conditions of Employment. This involved staff appointments to permanent vacancies or temporary vacancies exceeding 12 months. The investigation also highlighted that not all individuals appointed met the requirements of the job description and the hiring manager’s rationale was not documented. The investigation emphasized that hiring individuals who do not meet the required qualifications creates inequities and unfairness in the recruitment and staffing processes. The investigation report included three recommendations, all of which were agreed to by management. 

Mme. Gougeon also tabled her 2025 Report on the Fraud and Waste Hotline which received a total of 302 cases in 2025.  The report speaks to various investigation conclusions and the corrective actions taken by management.  

Mme Gougeon tabled a Semi-Annual Report on Follow-up Procedures outlining the progress made by management in implementing previously issued recommendations. The report highlighted the number of recommendations that are currently overdue which are being closely monitored by her office until they are fully implemented. 

Finally, Mme. Gougeon tabled her 2025 Annual Report Most notably, the Auditor General issued 12 reports in 2025, representing a 50% increase over 2024. Additionally, the Auditor General’s office continued its focus on implementing the new Global Internal Audit Standards, which came into effect in January 2025.
