Auditor General’s Investigation Prompts Investigation and Charges from Ottawa Police

Ottawa – The Ottawa Police Service has laid charges following an investigation conducted by the Office of the Auditor General. The report, titled “Fraud Investigation: Allegations of a Kickback Scheme” including Addendum 1, tabled at the Audit Committee in December 2024, involved allegations that a City of Ottawa Case Worker (Employee A) received kickbacks from landlords in exchange for favorable rental rates under City housing programs. 

Following the release of her report, the Auditor General has since cooperated with the Ottawa Police Service in their investigation and shared any information required to be produced via production order. 

Today, as a result of their investigation, the Ottawa Police have indicated that they have laid the following charges under the Criminal Code: 

Employee A (as referenced in our report) 

  • Breach of Trust (Section 122) 

  • Municipal Employee Receiving a Bribe (Section 123(d)) 

  • Fraud Over $5,000  

Landlord 

  • Bribing a Municipal Employee (Section 123(d)) 

  • Joint charges for Breach of Trust (Section 122) and Fraud Over $5,000 

The Auditor General will not be making any further comments as the matter is now before the courts.
