Auditor General Tables Reports Focused on the City’s Road Renewal Program, OC Transpo Bus Maintenance and Follow-Up Procedures

Ottawa – Today, Auditor General Nathalie Gougeon tabled a number of reports including the Road Renewal Program Value for Money Audit, an Investigation of OC Transpo Bus Maintenance and the Semi-Annual Report on Follow-up Procedures. 

The Road Renewal Program Value for Money Audit highlighted that the City's Road Renewal Program is well-established and incorporates many best practices into the strategic rehabilitation of road assets.  The audit also identified areas for improvement, such as establishing standards for data collection, strengthening controls over quality assurance activities, and the potential to use more cost-effective asphalt mixes for certain road projects. The report provides 13 actionable recommendations, all of which were agreed to by management. 

The Auditor General also tabled a report resulting from an investigation into OC Transpo Bus Maintenance practices that was conducted in response to allegations received through the Fraud and Waste Hotline. The report highlighted the need to improve bus maintenance processes that, if left unaddressed, could lead to increased safety risks.  The investigation identified gaps surrounding the supervision of apprentices working on critical safety systems and processes to ensure that outsourced maintenance work has been completed within service expectations.  The investigation report included six recommendations, all of which were agreed to by management. 

The final report tabled was the Semi-Annual Report on Follow-up Procedures which outlined management’s progress in implementing past recommendations and highlighted areas of significant risk.
